At the headquarters of the Algerian Muslim Scouts, on Tuesday the 11th of November 2008, the first cooperative protocol agreement between the Algerian Muslim Scouts and the British Council was signed, with the aim of building and advancing the capabilities of youth leaders, and the extent of their positive impact on children, through development and education projects. In attendance was the Head of the British Council, John Mitchell, as well as the General Commander of the Algerian Muslim Scouts, Mr. Nourreddine Ben Brahm. The goals of the protocol, which will be launched in December 2008, until the 31st of March 2010, are to build the abilities of youths and to prepare them as social leaders. A selection of 25 Scout Commanders from the Algerian Muslim Scouts will undergo training during sessions in which they will receive lessons regarding the development of human capability, with the training starting in Cairo and continuing at later stages in Algeria. Three subjects will be underscored in the training, and they will be supervised by experts. As for the criterion by which the 25 Scout Commanders will be chosen, the General Commander of the Algerian Muslim Scouts, Mr. Nourreddine Ben Brahm, stressed that it had not yet been set, but that the criterion would relate fundamentally to the level of linguistic ability, dedication and effectiveness, as we must select a well prepared group. He also stressed that the goal of this participation with the British is to prepare youth leaders, and to reach marginalised and isolated youths, in addition to building skills which will enable scouts to be qualified to deal with cultural, governmental and non-governmental political groups. As for why the Algerian Muslim Scouts was chosen, the General Commander, Mr. Nourreddine Ben Brahm emphasised that the scouts is a disciplined and capable organisation, with the ability to choose youths with the necessary capacity for this operation and through whom the experience will be passed on to other youths in the scouts. And according to Mr. Mitchell, the Head of the British Council in Algeria, the discussion was enjoyable, and the project is the first of its kind in Algeria. He also expressed his pleasure in cooperating with the Algerian Muslim Scouts in developing an ethos of an intellectual and inclusive culture, as well as presenting a cultural representation of Britain.
